You need to follow the same procedure your sister and parents did. Ask them how they did it, and do the same.

you ask an immigration attorney about changing your
F1 to a green card. An adjustment of status.

Why?

It's faster and easier to do an adjustment of status.
Everything is done in the USA and directly with immigration.
No embassy, no state department multi-form hassles.

Your sister is a US citizen ,file Form I-485 to adjust your status as a permanent resident , application fee is $1,010 ($930 plus a biometrics fee of $80). GOOD LUCK.

If your sister is over the age of 21, she can file an I-130 Petition for Alien Relative for you. However, you have to wait for a green card to become available to you and siblings of US citizens are the lowest preference category for family-based immigration. The May 2010 visa bulletin shows that they're currently processing sibling cases filed in May 2000 and if you happen to be Filipino, they are still stuck back in December 1987! Neither of those dates is a typo. I triple checked.

A much faster way of getting a green card would be to get an employment based green card (nursing is the best profession to go into if you are hoping for one of those) or marry an American citizen. (REAL marriage, they've been cracking down on fraudulent ones lately.) You should also enter the DV Lottery every year, if you're eligible.
