Dual citizen for my adopted child 7yrs old

My child was born in the philippines and me and my wife already dual citizens US and Philippines my adopted child is naturalized when she came to US last may 29,2009. my wife applied for her dual citizen last June 2009 and my dual citizen was august2008 .Her adoptive mother included my child in the application paper as child of Dual citizen parent. but my child wasn't allowed to apply yet as dual citizen because she's still a filipino with Philippine Passport and her naturalization papers is still in process that time .we receive our adopted child's naturalization paper last nov. 2009 . The Us Immigration put the date may 29,2009 as the date when we file for her US naturalization ,acquiring my adopted child naturalization from us as US citizen and from Clinton law of 2001 that any child legitimate,illegitimate or adopted is considered a US citizen once she stepfoot on american soil and with a US citizen parent mother or father is considered automatically a US citizen .this is how my child get her US naturalization . i applied in san francisco Philippine embassy/consulate for my adopted child dual citizen but they denied our application the reason is that we should have applied her together with her adoptive mother .since both of us are dual citizen already they said we cannot apply for our adopted child till she reach 18 yrs. old . it's just a matter of timing of application the consulate attorney said to me yesterday when i went there .jan. 21,2010.
