By law, if one of your parents is an american citizen, then you also inherit that citizenship even if you were born outside the United States provided that your birth has been reported to the U.S. Embassy, and one of your parents have met the criteria of domicility of being a U.S. citizenship before you were born. In addition, each State in the U.S. has its own legitimation or legitimization act. Now, if you are already in the U.S., definitely, you are a U.S. citizen if one of your parents is a U.S. citizen. The question now are; What was your status when you were brought to the U.S.? If your birth was not reported to the U.S Embassy, what passport did you used when you enter the United States?

If all you've got is a foreign birth certificate, no passport, no social security card, nothing, no, you are not recognized as a US citizen.
Your parents had until you were 18 to obtain citizenship for you through the consulate in the country you were born in.
