Is this marriage fraud/immigration fraud?

I was married to an american citizen in the Philippines on 2003 but cheating has been his problem in history. He keeps coming back to the Philippines without my knowledge and caught him unguarded on Oct 2003 with another woman so I quitted him. He sent me divorce paper instantly on 2004 without being properly served/notified. So I wonder how he did that in US. I couldn't fight back in legal way coz of expensive trips for lawyer. There is no divorce in the Phils. all I want is to have myself completely free from him by changing my married surname back to my maiden name. Recognition of divorce decree I filed on 2008 and got entry of finality of judgment on 2009 in the Phils. While Im on the process of my case, I found out proofs that my ex-husband was married to another Filipina, in the Philippines on 2005.

Now my question is this:
*Is their marriage legal in the Philippines on 2005 when recognition of divorce decree was only issued and final on 2009?
*It means I was carrying my married surname between 2003-2008 while the other Filipina is also carrying the same married surname as me since they got married on 2005 up to the present.
*The Filipina just got her permanent residency in the US but is recently separated with her ex husband and have a child from another american.

Are they entitled for marriage fraud and immigration fraud? Is there any chance for the Filipina to be deported assuming they committed marriage fraud in the Phils and even if she has an amrican child
