This omnibus budget law prohibits state funds from being spent on providing legal services for individuals unlawfully in the United States. The law allocates funds for operating costs and the purchase of pharmaceuticals for low-income, uninsured patients of the Community and Migrant Health Centers. It restores TANF eligibility for qualified legal immigrants and requires the Department of Social Services to develop a multi-lingual outreach campaign to inform qualified aliens and their children, who are U.S. citizens, of their eligibility for federal food stamps and ensure that they have access to benefits under the food stamp program.
