What are the chances of getting approved for a tourist visa if I already have a C1/D visa? Early this year, I have been issued a C1/D visa because I applied for a work in cruise ship as an aesthetic doctor. 3 weeks later after I aboard the ship, I realized that the job is not for me and I wanted to work here instead and be with my family. So I went home and get back to work. Since I'm a doctor, I didnt have any difficulties looking for a stable job and my family here is supportive. Now, I plan to visit the US to visit my relatives there which i wasn't able to do when I was in Miami. I have to get a tourist visa of course. What are my chances of getting approved for a tourist visa if I have a C1/D visa that will about to expire in 2015?

From what you said, it should be no problem to change to a Tourist Visa. However, you will have to fill out forms and assemble the proper documents there in the Philippines. When you get your tourist visa, pay close attention to the time limits for staying in the US, because they have become very strict with that lately. You should contact an agency in the Philippines to advise and assist you in your application for the tourist visa. Also, try to travel to whatever city in the Philippines has the best record for granting the most, and easiest, tourist visas for the USA.

The C-1/D doesn't prohibit you from applying for/getting a tourist visa. This will be based on whether they feel you have the required "non-immigrant intent" - the intent to just visit and then return to the Philippines. How much time you have spent in the U.S. and how recently will be a big factor in determining this, as well strength of ongoing ties to the Philippines.
You can't change status while in the U.S. with on a C-1/D, so the application will need to be made at a U.S. consular post in the Philippines. Only the post with jurisdiction over where you live has to handle the application - any other has discretion to, but isn't required to and can just turn you away without a decision, telling you to go to your "home" post.

A C1/D is a special visa for non US & Canadian nationals to work onboard a cruise ship, which can be obtained at the US Embassy in respective countries. Therefore, there are no obstacles for you to apply for tourist visa, but you cannot do it until you stay in USA.
I suggest you to go back to Philippines and find verified attorney who will help you with your problem.
