Generally speaking travel documents are granted by US embassies in the country one istraveling from. If a person crosses a US border and claim refugee srarus, the local ICE office will check to see if the country of origin has a status set up by the state department which allows for certain peopl to claim refugee status. Student visas, temp visas and all other documents allowing an alien into this country and all considered travel documents, as are passports.

To clarify, my wife came here on a fiancee visa six years ago, has had a Green Card for a couple of years, and now is to be a naturalized citizen. What are the Travel documents and immigration documents they are requesting?
